Hello,
My name is Anthony Silva and I’m running for Mayor of Stockton. I was born and raised here and now I’m asking myself “what happened to this place?” Crime is unacceptably high again, there’s no jobs, and we’re about to go bankrupt.
After having researched this , along with my staff, I realized that this all could have been avoided. The police were cut by 28% over the last few years, but somehow we still had money to pay for the golf course and for the City council’s and Mayor’s retirement benefits?
The City had an auditing firm come in every single year while Mayor Ann Johnston was in office, they gave her their financial reports, but she only told us we’re going to go bankrupt a few months ago?
How is this ok?
My plan is simple, I am going to focus on nothing else but getting jobs and reducing crime.
We don’t have to just cut services all the time, we can also make more money for the City. I will create a business advisory council to bring new companies to Stockton, give them huge incentives in order to come here, and then make sure they hire at least 60% locals in order to receive those benefits.
I will create a small business training and support program to give businesses free assistance in marketing and Internet marketing. That way, they can sell more and hire more.
I’m also going to make sure more small businesses are opened up here by giving them lucrative start-up conditions and additional training.
But it’s obvious that none of that is going to work until we get our crime under control.

Stockton’s crime rate was improving until the current Mayor took office. She fired 28% of the cops. We have to get the police force back up to the same level that the average California City of our size has.
Then, we have to raise the arrest rate. Raising the arrest rate and prosecuting even small crimes, like graffiti, or broken windows, is the only way to tell the bad guys that this is our Town. You can’t mess with us. That’s exactly what they did in New York City during the 1990s. And it worked there, crime fell by 58% when they did that, far more than the national average.
And lastly, we cannot let the City go bankrupt. This should be our last resort. City Hall thinks that bankruptcy is going to be a clean slate, but it’s not.
Let me tell you a story. There was a tiny town in Pennsylvania, of just 2,400 people, called Westfall. Westfall, Pennsylvania. A few years ago, they filed for bankruptcy and for a town of just 2,400 people, it cost them $600,000 dollars in fees to go bankrupt. $600,000 dollars.
Can you imagine how much it would cost Stockton when we’re about 116 times larger than Westfall?
No one even knows if these bankruptcy proceedings will work. At the end of the day, the judge decides exactly how much debt to forgive and even whether to forgive any debt at all. Then the judge has to make sure at least one type of creditor will agree to that amount before we save anything.
We’re going to waste a whole bunch of money and it will ruin our credit score. No one will ever invest in Stockton again. Who would invest in a town that takes millions of dollars in loans, doesn’t properly file its paperwork, and then lies to everyone, including its citizens, that things are okay when actually they’ve known about this so-called bankruptcy for years.
My plan is to improve business in Stockton, get the cops back, and stop the City from going bankrupt. We cannot just let them keep doing business as usual up at City Hall. It’s unacceptable.
Join me in challenging the current government and getting this City back on course.

Bullets, glass fly in attack on California Street

STOCKTON - A documented gang member and two women near him were injured during a shooting Wednesday afternoon in central Stockton, according to police.
The male victim, whose identity was not released, was one of three people hospitalized after the 2:40 p.m. attack on California Street between Arcade Street and Monterey Avenue. None of the injuries are severe, and no suspects have been identified, police said.
Stockton police briefly closed a section of California Street as evidence technicians combed the scene for shell casings.
A Jaguar sedan was hit by multiple gunshots, and more than 10 shell casings were in the parking lot next to Alpine Market, said Officer Joe Silva, a spokesman for the Stockton Police Department. In keeping with department policy, authorities are not disclosing the specific gang the man belongs to.
Another young woman, who lives in an apartment across the street from the market, was also injured when bits of glass flew in her eyes as a bullet pierced her window and embedded in her living room wall.
The victim, who did not give her name for fear of reprisal, said she heard several gunshots but did not see anything because her vision was temporarily obscured. The woman, who appeared to be in her 20s, did not seek medical attention.

Stockton Councilman exposes plan to get out of Bankruptcy

STOCKTON - Councilman Dale Fritchen on Friday unveiled his plan to rescue Stockton from bankruptcy, a plan he said will balance the city's deficit budget without laying off any police officers.
Fritchen's plan - delivered to The Record - trims $20.5 million from the projected $26 million deficit to Stockton's general fund.
Fritchen drew criticism from Vice Mayor Kathy Miller for using Stockton's dire finances for political gain. Fritchen waited until the weekend before his Tuesday primary race against challenger Michael Tubbs, Miller said.

The eyes of Wall Street and finance offices across the country are on Stockton as mediation plays out and the city tries to avoid bankruptcy. The bond market viewpoint: Play hardball, wait and see and look for any advantage.
"I think this is too serious of an issue to be used for politics," said Miller, accusing Fritchen of grandstanding. "I'm really disappointed."
Fritchen proposes reducing or cutting several areas of the budget. Among his ideas:
» A 5 percent cut across city employees' pay and benefits for a $7.6 million saving.
» Modify the city's retiree health care by $4.5 million.
» City Hall should be able to negotiate its way out of $1.1 million in annual payments to itself from the settlement of a Howard Jarvis Taxpayers Association lawsuit.
» Rein in payments to outside lawyers and consultants, which could net another $1 million.
Stockton has until June 30 to pass a balanced budget.
City Manager Bob Deis has said the deadline for success in mediation is June 25, or bankruptcy will follow the next day.
Bankruptcy, Fritchen said, will cost Stockton up to $20 million in lawyers' fees.
"There's going to have to be cuts if we go into bankruptcy or not," Fritchen said. "Outside of bankruptcy, there are no attorneys' fees."
Miller declined to comment on Fritchen's numbers because she hadn't seen them, but she said the city's retirees have not yet agreed to reduced benefits in mediation. She didn't see a way to execute that part of Fritchen's plan.
She added that Fritchen and the other council members have been privy to Stockton's financial data for months, yet only now did he present his options to the newspaper.
"I can't tell you they are legitimate savings," Miller said. "It's easy to throw numbers out there from 50,000 feet."
Fritchen said he plans to present his proposal to the city, but it was too late Friday to get them on Tuesday's agenda. He also plans to post them on his website at vote4dale.com.
"There will always be those who want to criticize others' intentions," he said. "My motivation is, and always has been, to save Stockton from the misery of bankruptcy."

Stockton mayoral candidate Gregory Pitsch, responding to a March blog post critical of his inexperience, writes:
“Just to fill you in on a few things. I have governing experience, from joining a young men’s fraternity, DeMolay. I was also A City of Manteca employee for 4 years, mostly in the parks and recreation department as a supervisor, and as a coach at Walter Woodward Elementary. After which I worked a 3 year stretch at Raisch Grade-Way (RGW) Construction as a Junior Estimator, and Take-off engineer. Working at RGW gave me a fresh look at what the General Contractor is looking for, and how they bid Public Work.
”I wouldn’t necessarily say I have no experience, because I am the President of an up and coming Record Label here in Stockton, and an urban Clothing Line. I am doing the best that I can, with the limited resources I have. Please understand, I am not just another young guy in Stockton, I have the drive of a Leader who WILL make a difference in this city.”

I was hard on Pitsch because I have lost all tolerance for the incompetence that brought Stockton to the brink of bankruptcy, the breakdown of municipal services and international shame. Stockton needs seasoned leaders, not dilettantes. But Pitsch has every right makes the case he is a leader.

US Marshals take down more Criminals
STOCKTON, CA-Stockton police officials declared a familiar undertaking to diminish lethal violence has advanced to the capture of 32 individuals on the burb's most obviously needed record.
Numerous U.S. Marshals have been making police track the urban area's most unsafe crooks for the past a few weeks. Federal assist reached Stockton as a major aspect of Chairman Ann Johnston's Marshall Arrange.
Right around the 32 folks captured, 11 were, at one time, on the "Top 10 of Most obviously Needed" record. Several men captured Wednesday were part of that record.
Javier Crown was captured in reciprocity to a killing that happened in the parking garage of a south Stockton shoe store.
U.S. Marshals in addition captured Steven Fernandez Domingo on Wednesday.
Officer Pete Smith expressed the progress of the venture is not an astonishment.
"They're not noting service calls for the 1,100 calls we get each day," Smith expressed. "They're centered on the post, running down advances, and centered on the discernment as it goes in. When you would be able to do that in law authorization, you'll be successful."
