Why are they only investigating Mayor Silva, What about the rest of the council

Stockton is facing its share of challenges. As the city tries to get its financial house in order and address the violence that it has struggled with for the past few years, scandals and squabbles at the top of city government seem to dominate the headlines.

Emails from Mayor Anthony Silva about city business could shed important light on efforts to solve Stockton's problems. But getting those emails – which an expert said are public records – can be difficult.

Citing California's public records laws, News10 requested emails sent to and from Silva's work email account since he took office last January.

According to the records the city sent News10, Silva did not send a single message from his city email account for the entire months of May and June.

First off, News10 what do you think you are going to uncover, by getting his emails? Also, I don't get what you believe gives you the right to have records of his personal e-mails, text messeges and phone calls, because you don't! I am one who will stand by his side on this issue, and say that he should not hand over any personal account information, what the news station is doing here is extortion, we need to realize when the media is over-stepping the boundaries set in place by our constitution.

What will council's seat change mean for the Delta?

By Alex Breitler
Record Staff Writer

November 18, 2012 12:00 AM
STOCKTON - Just before the election, the Stockton City Council endured a two-hour presentation on a damnably complex subject: the Delta.

Gov. Jerry Brown's plan to build twin tunnels and siphon off Delta water had reached a "critical juncture," council members were told; they needed a crash course right away.

A week later, three council members, including Mayor Ann Johnston, were voted out of office. A fourth, Susan Eggman, will move on to the state Assembly.

Most of the council members who had in-depth knowledge of the Delta - the acronyms, the power players, the bureaucracy - will soon be gone.

What then?

"Believe me, I'm a little nervous about it," said Vice Mayor Kathy Miller, the lone remaining council member with in-depth involvement in the Delta. "The lack of institutional knowledge now in certain areas on the council - it's not that I think it's insurmountable, but it is an area of concern."

The city had been mostly silent on the subject of the Delta before Johnston elevated it to a major priority the past year.

At first, her concern was not so much with the proposed tunnels, but with other elements of the plan that officials worried would hinder Stockton's future growth.

Mayor Silva: A letter from concerned citizen

Dear Mayor-Elect Anthony Silva,

Let me first and foremost introduce myself. My name is Rufo Tabayoyong and I am a resident of Stockton and Weston Ranch to be more particular. I do not have a job, I do not go to school, and all I do every day as of recently is stay home watch over my dad and try not to let the sickness of this city get the best of me. The downward economy has a major influence over the people of any community. When there is less and less money going around in a city it is inevitable crime rate will soar and employment will decrease, cause it to be a not so comfortable place to live. That is the situation you are being given and asked to deal with, and to be honest to change this city around I believe will spark the whole nation, and country as one to eventually move toward progress and prosperity.

I do not think a lot of people in our country or city most importantly know that what we are going through here in Stockton is the first in most of the United States. I believe we were hit the hardest of our own bad judgment and misfortunes. We know that Weston Ranch had the highest foreclosure rate across the country. I have been told before that homes where I live were being sold quickly at around 450k and now they have drop down to a average mean of maybe 140k. Not only that we have a high crime rate in Stockton, high unemployment, and overall a bad negative thought of Stockton in general from outsiders looking in.

I know of many people who have a negative mindset due to the none existence of money around this city. I feel like there is less and less help and positive people in Stockton each day. One thing I do know is that the fall to any community is power, money, and greed.

I think that a reason to why crime rate is high and why people are plague with negative minds are because if one were to look around Stockton there is not so much to do around here. I almost lost myself if it was not for basketball, and my love for basketball help me do things and keep me positive about myself and kept my time in use for progress. That in turn helped me to feel better about myself and for everything around me. Basketball also help me reflect on myself and help me confront my problems, and thus I am so grateful that I can say for myself that I am mentally not affected by the economic downfall that is the primary reason for our city problems.

All of us as people are not bad evil people we just do bad things that most of the time we regret and could take back. I know of people who come out of prison totally opposite of what they once were and that time and reflection help them see and realize their personal flaws. If we want change for ourselves, for our city then we have to start within.

An idea I have to help us toward progress prosperity is to promote more community things to do. I use to live in the bay area and a good idea they had in the city of Oakland to prevent the crime and violence to rise was to create more community activity. More events to spend time with each other for common interest funded by mostly time for willing people who want better for us. They put together a community basketball league that people can come and watch as well as play in different parks around the city each Friday night.

So instead of our minors, youth, and young adults who are misguided causing trouble around the city they can use their time in something positive with involvement of the community as a whole. This represented more closeness in the people around us, granted more relations, and more people to actually know more about thy neighbor. It was more than basketball it was an event that reminded the community that we are all on the same team, and we can be happy if we stick together and do whats right instead of promoting acts of selfishness.

I believe you know what I am talking about working with the boys and girls club and this is where I see your strengths. You might know the fundamentals for keeping misguided minds together and achieving goals on the same pace. If we were to lean toward this idea and it does not have to be basketball but other events sports, talent shows, concerts, that are all funded by people just wanting to be together then it would benefit us more than maybe more police officers. We could sell food and have it known that the money made will be use to help better our city by paving our streets, paying for more officers, or whatever we need to run this city.

I have more ideas on how we can help our city but help starts within. We can never really truly do things for each other, but the best help is helping someone help themselves. Inspire and motivate instead of just paying for someone’s misfortunes. You know the term you can catch a fish for someone and they will eat for a day, or you can teach someone how to catch a fish and they will eat forever. This is what I want to promote for our city that if we teach our people how to think more positive and have more happiness in their life even at the start of Friday community nights then this will cause a domino effect and they will be more positive and have confidence to do what is morally right. Lets teach people how to be more responsible positive and to remind them that they are not alone.

Mr Mayor I support you and everything you want to do. I know that you want better for the people of Stockton and that is your true intentions and not for money greed or power. So if you agree or have any input or would like to know more about my ideas then let me know thank you and keep leading Stockton for a better tomorrow.

Stockton citizens, city leaders unite in search for solutions

Submitted by Paul Janes, News 10 Web Producer

STOCKTON, CA - Many Stockton residents have questions they want answered and are seeking solutions to the challenges facing their city.

On Sept. 27 at 7:00 p.m. ABC News10 will host "Stockton in Crisis, Searching for Solutions," a free town hall forum held at University of Pacific's Long Theatre.

The event will present a five-party panel featuring, Mayor Ann Johnston, District Attorney James Willett, Deputy Chief of Police Rick Salsedo, Eberhardt School of Business Professor and Director of University of the Pacific's Business Forecasting Center, Jeff Michaels, as well as Pastor Glenn R. Shields, a community representative and religious advocate. These individuals will comment on the issues facing the City of Stockton, and provide feedback to questions posed by the audience.

"We want to use News10's strong voice to reach beyond coverage of crime and bankruptcy. Our journalists who live and work in Stockton are advocates for strengthening the community. This event will allow us to discuss problems, but more importantly it will bring the community together to find solutions," said News10 News Director, Jerome Parra

"Higher education institutions have a responsibility to their students and community to provide forums of discussion," said Ted Leland, University of the Pacific Vice President of External Relations. "This type of event allows the University to join the dialogue and establish a neutral setting for a constructive conversation about the city's weaknesses."

News10 will be integrating audience and online questions throughout the town hall, allowing community members an opportunity to have their comments and concerns addressed directly by participants.

News10's very own Cristina Mendonsa, Dale Schornack and Stockton Reporter, Tim Daly will moderate the discussion. A live stream of the event will be available on News10.net. Reporter, Leigh Paynter will moderate the online conversation fielding questions and comments from News10 viewers.

Tickets are available via the Eventbrite order form on the Stockton in Crisis web page or you can RSVP by phone at

A Letter from Anthony Silva

A Letter from Anthony Silva:

Hello,
My name is Anthony Silva and I’m running for Mayor of Stockton. I was born and raised here and now I’m asking myself “what happened to this place?” Crime is unacceptably high again, there’s no jobs, and we’re about to go bankrupt.
After having researched this , along with my staff, I realized that this all could have been avoided. The police were cut by 28% over the last few years, but somehow we still had money to pay for the golf course and for the City council’s and Mayor’s retirement benefits?
The City had an auditing firm come in every single year while Mayor Ann Johnston was in office, they gave her their financial reports, but she only told us we’re going to go bankrupt a few months ago?
How is this ok?
My plan is simple, I am going to focus on nothing else but getting jobs and reducing crime.
We don’t have to just cut services all the time, we can also make more money for the City. I will create a business advisory council to bring new companies to Stockton, give them huge incentives in order to come here, and then make sure they hire at least 60% locals in order to receive those benefits.
I will create a small business training and support program to give businesses free assistance in marketing and Internet marketing. That way, they can sell more and hire more.
I’m also going to make sure more small businesses are opened up here by giving them lucrative start-up conditions and additional training.
But it’s obvious that none of that is going to work until we get our crime under control.
Stockton’s crime rate was improving until the current Mayor took office. She fired 28% of the cops. We have to get the police force back up to the same level that the average California City of our size has.
Then, we have to raise the arrest rate. Raising the arrest rate and prosecuting even small crimes, like graffiti, or broken windows, is the only way to tell the bad guys that this is our Town. You can’t mess with us. That’s exactly what they did in New York City during the 1990s. And it worked there, crime fell by 58% when they did that, far more than the national average.
And lastly, we cannot let the City go bankrupt. This should be our last resort. City Hall thinks that bankruptcy is going to be a clean slate, but it’s not.
Let me tell you a story. There was a tiny town in Pennsylvania, of just 2,400 people, called Westfall. Westfall, Pennsylvania. A few years ago, they filed for bankruptcy and for a town of just 2,400 people, it cost them $600,000 dollars in fees to go bankrupt. $600,000 dollars.
Can you imagine how much it would cost Stockton when we’re about 116 times larger than Westfall?
No one even knows if these bankruptcy proceedings will work. At the end of the day, the judge decides exactly how much debt to forgive and even whether to forgive any debt at all. Then the judge has to make sure at least one type of creditor will agree to that amount before we save anything.
We’re going to waste a whole bunch of money and it will ruin our credit score. No one will ever invest in Stockton again. Who would invest in a town that takes millions of dollars in loans, doesn’t properly file its paperwork, and then lies to everyone, including its citizens, that things are okay when actually they’ve known about this so-called bankruptcy for years.
My plan is to improve business in Stockton, get the cops back, and stop the City from going bankrupt. We cannot just let them keep doing business as usual up at City Hall. It’s unacceptable.
Join me in challenging the current government and getting this City back on course.

Bullets, glass fly in attack on California Street

By The Record
July 12, 2012 12:00 AM
STOCKTON - A documented gang member and two women near him were injured during a shooting Wednesday afternoon in central Stockton, according to police.

The male victim, whose identity was not released, was one of three people hospitalized after the 2:40 p.m. attack on California Street between Arcade Street and Monterey Avenue. None of the injuries are severe, and no suspects have been identified, police said.

Stockton police briefly closed a section of California Street as evidence technicians combed the scene for shell casings.

A Jaguar sedan was hit by multiple gunshots, and more than 10 shell casings were in the parking lot next to Alpine Market, said Officer Joe Silva, a spokesman for the Stockton Police Department. In keeping with department policy, authorities are not disclosing the specific gang the man belongs to.

Another young woman, who lives in an apartment across the street from the market, was also injured when bits of glass flew in her eyes as a bullet pierced her window and embedded in her living room wall.

The victim, who did not give her name for fear of reprisal, said she heard several gunshots but did not see anything because her vision was temporarily obscured. The woman, who appeared to be in her 20s, did not seek medical attention.

Oprah gives to young Stockton campaign

Posted by
CNN's Dana Davidsen
(CNN) - Oprah has added another campaign to her exclusive list of political donations.

Joining the likes of Barack Obama and Newark, N.J. mayor Cory Booker, Michael Tubbs was lucky enough to grab a little 'Oprah Effect.'

– Follow the Ticker on Twitter: @PoliticalTicker

According to his campaign's website, Tubbs is a 21-year-old politician who is running for city council in Stockton, California, a place ranking first on Forbes list of 'America's Most Miserable Cities' and has become America's largest city to file for bankruptcy.

A Stanford grad and Stockton native, Tubbs met Oprah while she was touring Stanford with the African Leadership Academy at a luncheon on campus. After hearing about his aspirations to revitalize the city, Oprah asked the young Democrat how she could make a donation, sending him $10,000 - one third of his campaign fundraising goal, BET first reported.

Tubbs told CNN that he feels so "thankful and humbled" by the media mogul's donation and feel that Oprah's political sentiments mimic those of his constituents.

"Oprah has only given to two other campaigns, which is a common narrative among our donors," said Tubbs who also says many of his donations come in $10-20 per month increments.

Tubbs' campaign slogan is "Reinvent Stockton" and, if elected, he could become the youngest city council member in Stockton's history.

"The city is at a crisis moment," said Tubbs, characterizing the November election as a "choice between chaos and community."

Born to a 16-year-old mom and incarcerated dad, he calls himself a "political breath of fresh air," promising to provide a fresh look at the economically wounded community, according to the candidate's website.

Tubbs election bid is showing strength with a win in a June 5 primary, grabbing just over 55 percent of Stockton voters, trumping incumbent Dale Fritchen's just under 44 percent, according to San Joaquin's Registrar of Voters. The only names on the ballot, Tubbs and Fritchen will face off again in November.

"When we started in January, we were motivated by a simple idea: that given the state of the city, that now was the time to ReInvent Stockton. Since that time we've talked to thousands of voters, walked every precinct in District 6, and have built a diverse coalition of volunteers and supporters that include school board President Sara Cazares, Delta Board of Trustee members Mary Ann Cox and Janet Rivera, Congressman Jerry McNerney, and even national icons like Oprah Winfrey. Yesterday, the residents of District 6 made their voices heard over the chorus of critics and told my opponent and the rest of the city that, "Now is the time to Reinvent Stockton,"" said Tubbs in a statement issued after his primary win.

Tonight Stockton Will Decide To Go Forward With Bankruptcy or Not

What would your solution be, if you were one of the council members during all the bankruptcy negotiations with the City's creditors?

One has to begin contemplating, whether our city leaders have even tried to figure this whole problem out, or if they are just sweeping it under the rug? The real question that needs to asked, is when are "we" as a community going to elect accountable people to run this city?

There are plenty of faults that could be dished out, but I'd rather look at possible solutions, rather than focusing on the things in the past that put Stockton in this dreadful financial situation. Staying positive is Stockton's #1 priority, if any do in fact exist.

Let me break down the gist of "staying positive." It may seem hard to do in a city that was ranked the most miserable place to live by FORBES magazine, in 2010 and 2012. But there is always two ways to look at everything, some bad occurrences may show some type of positive results.

Murder is always bad, and some times it is just outright evil. However there is a positive spin to everything, in this case, maybe the person who was shot jumped in the line of fire to protect a woman or child. If this dead man's life can be summed up in one word, it would undoubtedly be "heroic."

Heroes are always looked at in a positive light, even if the hero was a high-school drop-out, who got addicted to multiple drugs, as well as alcohol, and spent six years in the corrections system. His last living moment he was a hero, not only to the girl whose life he saved, but to her entire family, as well as an inspiration to many others in the community.

This is just one example, but to every event in life, there are two ways to look at it!

"The past is the only thing that cannot be changed, so instead, try to apply just as much energy towards benefiting for the future, as you waste dwelling on the past. " Oh Zee (GP)
